Maryland's Electronic Filing System: MDEC

You can file electronically in your case without leaving your home

If you are Googling about your case, you may have come across MDEC. "MDEC" is an acronym for Maryland Electronic Courts. Beginning in 2014, the courts have gradually converted to an electronic filing system where pleadings can be filed electronically, documents, can be downloaded, and service of pleadings can be made by e-mail.


Electronic filing is mandatory for attorneys in counties that have electronic filing. With Prince George's County coming on board on October 17, 2022, all counties in Maryland now participate in MDEC with the sole exception of Baltimore City. You must still file with paper in Baltimore City. Officially, Baltimore City is scheduled to be added to MDEC in 2023, but many people believe that this will be delayed.


In counties that participate in MDEC, pro se (unrepresented) litigants  can also file electronically. They simply need to set up an account with MDEC. They would need a scanner to use to upload pleadings. Given the inconsistencies with the United States Postal System, it is much safer to file electronically because your pleadings may never get to the court. MDEC is optional for pro se litigants.


Note that once you are a party to the case, you can see all pleadings and court orders filed in the case. However, you cannot see pleadings or Orders in any case where you are not a party. You would have to go to the courthouse and use the computers there to pleadings in other cases and can print out what you need subject to a fee.


I recommend MDEC even for pro se litigants. It is easy to use, convenient, and saves time and postage.
